In an email -- a copy of which is with Sportstar -- sent to the associations (Arunachal Pradesh, Nagaland, Sikkim, Manipur, Meghalaya, Mizoram, Bihar, Chandigarh, Uttarakhand and Pondicherry) the CoA has made it clear that the observers will have specific roles.
